What if I want to create odd shaped pads in a new library package? I have a
part that has a heat sinking ground pad attached to a pin on the IC for
example.

Use for example a SMD or a pad as basis (you need it to
connect a signal with it) and use for example the POLYGON
command to draw the final shape.
Be sure to draw a solder stop mask/creamframe in the
layers tStop/tCream, as well. It might be wise to switch off
the automatic mask data generation for pads/smds with
CHANGE STOP/CREAM OFF.
Unfortunately DRC reports an error in the layout, but you can
approve it in the Design Rule Check (v5).
