I can't get the Via to size the outer size smaller than 0.025 regardless of

the settings in DRC or on the drop box in 5.1 works fine in 4.0 any ideas.

The Via settings are defined in the Design Rules, Restring tab. Please
check the Minimum value for vias there. Or do you use Micro Vias?
For them EAGLE uses separate values.

I have set the DRC rules to 8mill 1-10% even 10mil min with no effect works
fine in 4.0 with my settings. I'm looking for 0.012 drill 0.020 outer. I
have used Eagle 3-4.0 to make over 500 different boards over the years this
acts like the outer limit is set to 0.024 regardless of what I enter. I can
make it bigger and change the restrictions just can't make it match a
smaller drill size than 0.020.

The problem was solved by setting the inner and outer to 4mill the % to 1 in
the DRC Restring tab. Not sure why but thanks Ed in Tech support you saved
my weekend.
