library package geometry changes in device and board

I am having a problem with a library component I added. The pad size and geometry is ok in the package but when viewed as device or when using the device in a board the pads are enlarged and touching each other. I tried changing the minimum pad size in the dru files and that did not help or may be I did not change the correct parameter. I have attached the library. The device is PINHD-2x8.dev and the package is 2X08FINE.pac . Could you help me resolve this issue?
*** oops, it looks like the system does not permit uploading library files. It is a small 130kb file. Is there any other way I can give more information?

    Read about "restring" in DRC or change pad diameter/drill in your

    library from "auto" to a fixed value.

    Thank you Joern.

    I discovered the % value property was overriding the min diameter property for pads under Restring. Reducing the % value has solved the problem.
