How do I change an existing chip?
For example, I want to modify the National TO-220 package
to remove 6 of the 11 pads, because the pins on the device will
not be used and will be snipped off, and I would like to reclaim
the real estate on the pcb

You can however cut the footprint from the old package file and paste it
into a new one. Then you can edit it and adjust it to your needs.

It's not possible to modify the existing device/package. You have to
define a new/modified Package and you have to define a new/modified
Symbol and combine both in a new Device.
You can however cut the footprint from the old package file and paste it
