Can I produce an ODB++ file with Eagle ?
ODB++ is an open format, available to the entire industry via the ODB++ Solutions Alliance at www.odb-sa.com. All the leading PCB design-tools vendors are already members.
Membership is free; I would be glad to support element14 in creating an industrial-strength ODB++ output interface for Eagle.
It appeared to still be restricted-access specification when these original discussions were taking place. The standard was opened in around 2012.

I can't see anything suggesting they are including it in the near future.

It's important in the marketplace just like hierarchical sheets are.
I've had contract manufacturers and thus clients ask for those. So the
layouts cannot be done in Eagle

That may be so but the fact is that I've had cases where CMs asked for
the files and neither I nor my layouter could deliver them. I asked a
business friend and they use a newer version of PADS which generated the
files for us. Now I owe him two beers 
This indicates that many CAD vendors such as Cadence, Zuken and Altium
have already adopted ODB++:

It would be good for Cadsoft management to look at this. Not so much for
people like me who don't do large layouts but for others who use or want
to use Eagle all the way from A to Z.
