Missing Layer-1 in package editor, v6

I just upgraded to v6.

I open the library editor and try to create a new package, but, Layer-1 (Top) is no longer in the layers menu.

So, it signals an error when I try to change to Layer 1 to place a SMD pad.

 

Am I just too rusty to remember something?
