Cannot add libraries to use in my project

My project only contains one library, which I created.  When I select Library/use from the drop-down menu, the list of libraries appears, but whichever I select, a messagebox appears saying "Can't open library".

 

I am using version 6.1.3 on a Windows 7 PC.
