Hi George,
This is correct, every time you update EAGLE you have to license it as
if you had never had EAGLE on your machine. You use the same license
file and installation code you used the first time.

I have an installation Code, and a Eagle.key file, but I can't find a license file, where would that be stored?

The Eagle.key file /is/ the license file. Enter the full path to that,
then in the bottom text box, enter the installation code.

That's not correct. eagle.key will be generated when you license your
EAGLE. For this you need the installation code that consists of 10
lower case letters and the license file which is usually named
'serialnumber'.key.
