When I bought Eagle it was at 6.0. I just upgraded my system and downloaded the latest Eagle, now at version 6.5. The new version doesn't seem to accept my 8 month old license. Is there a work around for this or am I doing something wrong?

More specifically, my packing list includes a 10 digit serial number and a 16 digit download code, in 4 dash separated groups of 4 characters each. When I start the version 6.5 it simply asks for the license file then a 10 digit (lower case) installation code.

I've run across this before.
You're looking for file with ".key" as the suffix. This is the license
file for which it is asking. The download code may have been used to
get that from Cadsoft. You might try the download code again, though it
has probably expired by now.
Each time you update Eagle, you will need this file, so it's a pretty
good thing to have around. You'll also need the 10-letter installation
code is in the email. This key file is good for one major release, in
your case 6.x. Installing a new major release (7.0, for instance) is
considered an "upgrade", and you'll have to pay for that.
Call Cadsoft sales. They'll verify some information with you and send
you another copy of what you need.
At least, that's what they did for me when I lost my 4.x key file.
