in this case it's the CenterDrill 116 layer created by the drill-aid script.

Yeah well 
I find it annoying to have to re-select all layers I want active again,
wondering if there's a faster way...

Very easy. Display layer 116 only, group the whole area and delete everything. Now the layer is empty and you can delete it
