I wonder if it's possible to delete a complete layer that is in use,
in this case it's the CenterDrill 116 layer created by the drill-aid script.

Very easy. Display layer 116 only, group the whole area and delete
everything. Now the layer is empty and you can delete it
Just use drill-aid-delete.ulp and voila...
