I have Light, received 105x40 board file, get objects outside board area when resize smaller

Seems like a catch 22

 

I cannot do certain operations because the board is longer than 100mm.  But I cannot make it smaller because that is one of the operations I cannot do.

    there is no way around that limitation using a light version.

     

    You will need to enlist help from someone (the originator of the file

    set?) with an eagle version that covers the board format.

     

    Or delete(/rename/move away) the board file and redo the layout.
