Blind Via in Package

I have a package with 9 vias in the ground plane.

These current go from layers 1-16.

I have to change these 9 vias to be blind vias from layers 1-2.

Can you help please?

    Leave the vias out of the library part. After placing the part in the layout editor, place vias there. Be sure to name the vias the same as the signal name of the heat pad that they are placed on. The DRC will probably report them as "overlap" errors or similar, just approve these errors after you make sure that you remembered to NAME the vias correctly. Also, this way you can choose the vias for each part you place. I have some that have micro-vias on part of the pad and thru-vias on the rest of the pad because of wires in the internal layers.
