Understanding Via Geometry and Restring DRC setting

I am designing a 2 layer board (1mm thick).

 

1) I placed a 22mil via PAD with 10mil Drill holes.  When I click on one such placed via to get information, it tells me:

 

diameter - 0.022

drill - 0.01

outer diameter - 0.026

inner diameter - 0.026

 

I noticed that is 0.026 is actual measured diameter of placed via on the board not 0.022 that I specified.  Drill is correctly 0.01.  How did it come up with these numbers?

 

2) In DRC settings under Restring, I would like to understand what I should be setting for the via sizes I want to specify in the PADS and VIAS information boxes (it requires: min %, and Max).

    So after researching this more I found the exact answer in the following link:

     

    EAGLE -- What are the Restring Settings in the Design Rules for?

     

    It is interesting that the DRC setting actually impacts the min size of vias as you place on the board even if you do not run the DRC checker explicitly.  That is exactly what is happening to me.  I choose a certain pad/drill size for vias but the placed via has a larger annular ring.
