You've created a symbol with pins, and a package with pads. The
next step is to create a device. Add the symbol to the device, then
add the package to the device. Use the "Connect" button to connect the
pins in the symbol to the pads in the package.
Don't forget to set the prefix for the reference designator. This is
how resistors start with "R", capacitors start with "C", and such. If
this is not set, eagle defaults to "U$" for the prefix.
