Hi Paul,
I hope you're doing well. The issue here is that EAGLE grabs a subset of
the paper sizes a printer offers. If 11 x 17 doesn't happen to be part
of that group then you're out of luck.
The work around we have for now, is to print to PDF(allows any arbitrary
size) and then use Adobe Reader to print that.
