In Eagle 4.16R2, what is the significance of the "Supply Layer" check box in
the "Change Layer Properties" dialog box? When I check that box, it appears
on the layout that the isolation around those vias that are not
electrically connected to the layer in question go away when in fact the
isolation should remain.
