How do I add a pad in eagle 7.0?

Question

I would like to add a pad with a diameter of .075" and a hole of .040" which I can route to. I feel like this should be easy, but so far I haven't been able to figure out a good way. Any help would be greatly appreciated.

Why do you want "a pad you can route to"? For a test point? Have you

tried the testpad library?
