I designed a board but want to do not use solder mask between the pads where a specific IC will be soldered. I mean, all the other pads (of other ICs) should have solder mask but that specific IC should not.
What can I do?

You could draw a rectangle (or polygon) in the tStop (or bStop) layer to
surround the pads of concern. If it's a PTH part, you can draw
rectangles on both of these layers.
Remember that the tStop and bStop layers are negative - that is,
wherever you have an object (rectangle, polygon, wire, etc) on the
layer, that's where mask will NOT be.
