You could get by with the absolute cheapest video card supported by
your operating system. I am not aware of Eagle supporting any kind of
acceleration at all. There is some alpha blending support but it's
done in software as far as I can tell.
Clearly you will want a video card that has stable drivers for your
operating system, but you don't have to worry about the number of
shaders or anything like that. The Windows 8 Aero effects would make
more use of any fancy video card features than Eagle.
