May be disk is full?
Another option is to empty the Temp folder (may be some folders have special permissions and you don't have write access..)

May be the setup file is corrupted. Try to download it again

I am experiencing the following error while attempting to install Eagle:Any suggestions?
-Do you have administrator privileges? If not, get an admin to clean your
temp folder. If not, execute "disk cleanup" yourself.
-if that doesnt help, you could check harddisk consistancy (run "chkdsk C:
/f" in a dos shell), reboot and wait for the analyzing to finish.
-Check if there are programs holding this file open (virus scanners and so
on). You may boot to safe mode and do a cleanup from there to prevent most
of these issues.
-If all this fails, you can do manual install: get 7zip from 7zip.org, right
click the .exe and open with 7zip, then pull the files out where you want
them.
Even though many of the LTCxxxx.scr "could not open", Opening the "eagle-win-7.1.0.exe" with 7-zip did install Eagle just fine.
