pad size display in PCB vs library

Hi All,

I've created a connector header as a device in a library. I set the annular ring around the 45 mil pad holes to 6 mils, which shows an outside diameter of 57 mils in the library editor. When I place one in the schematic and look at the PCB, the green area around the hole is shown as being about 68 mils in diameter. Is the annular ring actually going to be wrong on the PCB or is this some harmless display feature of Eagle that I don't understand yet?

Have been using Altium/Protel for many years, just getting started with Eagle.

I had gone through the design rules and didn't understand what the Restring values were. The explanation and graphic in the DRC dialogs didn't make sense to me. Looked at the DRC section of help files as suggested by JMR, and that helped. The default 25% value was overriding what I had specified while building the library device.
