Through Hole Component - 2 Layer Board

I'm making a two layer board for the first time, and have come across a question regarding component placement.

 

Say for example I have a through hole DC-DC converter. This converter has four pins and will be placed on the top of the board, therefore the soldering will be on the bottom layer.

 

My question specifically: Are the holes for the component plated and will there be solder points on both the top and bottom layer? Obviously I can only solder the bottom layer because the component will be covering the top, but can I route traces to the top of the holes still?

 

I've posted a photo of this specific problem. Am I allowed to route that top trace to the pin even though I will be soldering the bottom layer?

    That depends on whether you're doing a home-etch or getting a

    professionally manufactured PCB. The latter will almost certainly be

    "PTH" (plated through hole) and you will be quite safe routing top layer

    traces to those pads. The former will not.

     

    Eagle does not know the answer to that question, of course. It generally

    assumes PTH.

    Ah yes, thank you very much. Most of my previous work has been interally printed with non plated through holes, so that's why I asked. However, I'm having this board externally printed so I will verify that.
