Is there a symbol/part for 'no connect'?
Some pins may or may not need to be connected on some parts and I'd like
EAGLE to recognise that I do not wish them to be connected.

AFAIK, if a pin is not input only, EAGLE shouldn't complain when it is not
connected. I created an "X" symbol that I place near an unused pin to
remind myself that I don't want to connect to the pin. I don't connect a
net to that pin.

You may change the symbol direction to NC . When a DRC is run, if any
net is connected to an NC pin, it will return an error.
In the library, use the command: CHANGE DIRECTION NC
