Hi Michael,
into Eagle 4.16 I've found a simple and powerful ULP called drill-legend.ulp
that automatically creates the graphics "Drill Drawing" on a new layer n°
144.
You can enrich it later if you want, than export in pdf or other easily
shareable format for documentation. I.e. you could specify which drills are
plated and which not, the number of drills for each used tools, and the
total number of drills to be done.

OK I see it - drl-legend. Generate picture file and paste it into the drill
drawing.
