Thin pad width EXCEPT on inner layers... What's up with this ?

What is the reason that a part would have ultra thin pad width except

when inner layers (4 layer PCB) are displayed ?? Yes, some of the pads

are GND etc where the inner layer IS gnd.

 

If I cut and paste the part into an empty PCB file, the pads appear full

width when the PAD layer is turned on all by itself.

 

I think that this outputs OK and I have seen this before, but it makes

routing difficult unless those inner layers are turned on and displayed.

Sometimes I do NOT want the inner layer ground plane turned on while

routing outside layer traces.

 

Where do the pads go ?  Aren't pads supposed to be on the top and bottom

  layers PLUS the inner layers ?

    Ahhhh.....   That was it !

     

    I don't know how that got set to 1 or whatever small amount it was.

    Other PCBs are just fine. Might have had something to do with me

    changing the eaglerc.def file or something like that.

     

    I haven't thought about restring in many years now.

    Great question, Paul... Yes, it is displayed.   Let me try to post a

    picture of the area in question with inner layers (layer 8 and 9) on and

    off.

     

    InnerLayersOff.jpg has all the important layers on except for my 2

    middle layers, 8 and 9.  Top and bottom (1,16)  pads, vias, etc. are

    all on.

     

    InnerLayersOn.jpg is actually the same thing as InnerLayersOff, except

    for one of the inner layers are on (8 or 9). Doesn't matter which inner

    layer is turned on.  Also, J3 (RJ11 jack) on the right is right out of

    the conn-amp library.
