How to re-use PC Board outilnes

I've made up some packages that are just the PC Board outline that is

required to use certain boxes.

It's just an outline of the board (Dimension layer) with some holes.

 

I've found that if I try placing the Package, all the Dimension lines

get converted to Place lines.

If I try Copying the package to the clipboard, then pasting it onto my

board, all the lines and holes come in - but once placed, i can't

select any of the lines or holes at all.  I can delete the lines but

not the holes.

 

How am I supposed to be dealing with using pre-built specified board

outlines?

    Well, I'll try that again.  I actually did create them as Packages,

    but got weird results when I dragged them onto the board.

    I've found that doing copy-paste of the package from the library

    editor to the board is REALLY weird.  It copies it in, but then you

    can't edit it at all.  Once it's placed, it's permanently there.
