One fact may be giving you trouble. The HELP is not clear in one case.
With a Parallel dimensioning , if you move the dimension it aquires
extension lines stretching from the measurement points. The first two
reference 'points' remain at their inital positions so you need to select
them there.
The third (alignment point) point moves and remains centred between the
arrow heads, as mentioned in the HELP..
