In the board view of my project, I would like to make copper traces on the top layer of my board. The traces are going from mux pinouts to pads. Is there a was of doing this?

Is there a layer dropdown in the routing toolbar?

Never heard of that.
When you run traces, select layer #1 for the top layer, and layer #16 for the bottom layer. I too, have never heard of "surface mount mode".

You can use the mirror command to the SMD to place it on the
bottom side. I too, have never heard of "surface mount mode".
