In the board view of my project, I would like to make copper traces on the top layer of my board. The traces are going from mux pinouts to pads. Is there a was of doing this?

Thank you for the link! I am very new to Eagle and still trying to find my way around 
I was doing some research and, i I understood correctly, it looks like if you change the view to "surface mount mode" then all the traces are on the top layer. Do you know how I can go into the surface mound mode?

You can use the mirror command to the SMD to place it on the
bottom side. I too, have never heard of "surface mount mode".
