Hi,
is there a way to increase the isolation gap between the two adjacent
power planes/polygons but NOT to increase the isolation gap between the
polygon and the traces/pads inside the power plane?

Please note, this picture is only to demonstrate the problem(s), it was
not intended to represent the actual traces.
As you can see there are two power planes (7V and 5V power plane). The
outer power plane (5V) is of the rank 2 and the inner one (7V) is of
the rank 1. The isolation parameter for both polygons is 0.012 and that
is the width of the gap (marked by arrows).
What I would like to do is to increase the gap between 5V and 7V
polygons but to keep the isolation of 0.012 between the power plane and
its inside (traces, pads, vias, ...) but didn't find how I could do
what I described.
And one more question - as you can see, despite having the 7V power
plane in the top layer of the PCB the autorouter did not connect the 7V
pad to that power plane but it rather connected it using the trace in
the bottom layer and making a via (making the 7V plane useless). How
can I force the autorouter to connect that particular pad to the power
plane in the top layer? I know I could manually route that trace in the
top layer before starting the autorouter but would like to know if
there is a way to force the autorouter to use the power plane in the
top layer for that particular pad.
