Disclaimer: I have never used Eagle, but I have been reading the docs and I
know just enough to be dangerous.
I would like to create some footprints on small pcb rectangles that amount
to little more than generic smd adapters with a few extra traces and pads
for other parts.
These will be used for prototyping functional circuit blocks on copper clad
ground plane. The intent is to partially recreate something similar to the
Wainwright Systems MiniMount components. Some examples below.

Because these are not for specific parts, specific schematic symbols and
pin functions are not applicable. If I set pin parameters to nc, will that
affect connections on the schematic? Can all ic pins be set to passive or
does that apply to true passive components only? Any pitfalls to this
approach? Got a better idea?
