Hi Jim,
I hope you're doing well. It is very likely that you are trying to open
a file that is not an EAGLE file. If you are downloading straight from
Vishay then this is most likely the issue.

No, I found a link that stated it had all outside libraries, in one place, to download. I tried this and got a readme text that was all garbage. I downloaded this file from this website. I still can't get the Vishay library to download.
Where do I find the Vishay libraries that I need? I have checked Vishay website and found nothing. I have checked the element14 website and found nothing. where else do I look?

Hello Jim,
I hope you're doing well. The Element14 libraries are just script files
that need to be run inside an EAGLE library in order to get the parts.
You might also want to try searching for the specific part in
schematicpal.com.

Hi Jim,
I think Jorge has already answered with what you need to do to get the E14 libraries installed but in general it's often much easier and quicker to just create the libraries yourself, it doesn't take long once you have had a bit of practice and start to build up your own libraries.
Also, you should note this is primarily a user based support forum so don't come on here expecting replies to be forthcoming instantly, especially when you post 3 messages in 25 minutes chasing up for responses
