Inconsistent spacing around passives

I'm trying to figure out why Eagle sometimes puts a larger space around one end of a passive versus the other. Referring to the attached partially completed layout, the red arrows show where one end of a resistor or capacitor has a larger space. All other R's & C's are fine. Any ideas why Eagle is doing this?

From just a screen shot its hard to be sure but the size of the gap around the resistor pad looks suspiciously like the clearance around the trace leading up to it so I suspect it's to do with a clearance specified in a net class?
