Move Part issue

Hi, I am working on a board that was designed by someone else. All parts seems to be locked (I cannot selet or move them). Also adding new parts the result is the same.

Following the unlock commands doesn't work. Any idea ?

    you do have activated the tOrigin/bOrigin layers?
