Drill without soldermask opening

Hello

I need to place an NPTH(Non-Plated) hole in our design. whenever we place a hole, it appears with a solder mask opening(tstop layer). And we don't need the solder masking opening.

So in eagle, there is an option for removing mask opening for pads/vias. But there is no option for drill without the solder mask opening.

Please help me out how to place a drill(NPTH hole) without a solder mask opening.

Would a tented via with the same hole size work?

I'm trying to work out what use a non-plated hole with soldermask would be. If the hole is large enough to be any use then it would be too large for soldermask to span gap.

I tried via with drill size less than its copper diameter so it removed the soldermask covering.

But it has an issue in Gerber. There add an extra part in top/bot copper layer.

Marked pad is actually an NPTH hole. But it appear in top/bot copper layer.

And fig1 is properties of this pad.
