I used Eagle CAD 4.1 Light licence and it did most of what I want. I wanted to get updates or possibly upgrade but a few years ago the US distributor was asking for the full price even to update just because I moved from USA to Canada. What exactly is the policy for updating / upgrading a bought licence? Why does it matter if I move myself and my original CD with me to another country? I liked Eagle but this experience made me move to a lesser program that is freeware on-line, with the option to press a button for an instant quote.
It does not matter where you live or where you have moved to. You bought a license and it is yours. For a Standard or Professional Edition you can always have updates from an older version to the current one with a special update price or upgrades (in case you want, for example, to have more users) where you have to pay the additional functionality.
But in one item you are right: There is one exception for the Light edition. It is not possible to update it. This means, if you are working with EAGLE Light 4.1 and want to use 5.0 now, you have to buy a new Light edition. It costs $49, we think this is affordable. If you decide to upgrade your Light edition, for example, to a Standard edition, you have to pay the difference between Light and Standard.
