Can I layout a circular pc board with Eagle

I reviewed the 2 Eagle videos by Jeremy and the board he designed was rectangular. I'm wondering if I could lay out a 3" diameter circular board with Eagle.

The person "created this in eagle with dimension layer round 114mm." Anyone know if this is a command in Eagle to simply set the dimension layer to round?

Rather than making a square board and rounding the corners 100%, I think you would just use the "Circle" command to place a circular outline in layer 20.
