I've search the via google with no luck and am not wanting to convert an existing LQFP144 Cortex M3 family to M4, unless I have to.
So, does anyone have a 144-pin package of the STM32F407 chip with pinouts for the CADSoft EAGLE library?
I actually got the footprint of the LQFP144, but it's of the value line.
I also have a Altium STM32F40X.SchLib file that can be converted, but I'm not able to.

I think you are asking for and Eagle library for the STM32F407 in LQFP144.
I can't quite see the problem - I don't use Eagle but as with any pcb CAD package you can make your own components.
I never use off the shelf library parts in pcb design. A single schematic symbol with 144 connections is a pain to use because the diagram just ends up being either a mess or a pin list. If you break up a complex part into little functional blocks to make for a readable schematic there is no reason at all why your little functional blocks will be the same as anyone else's. So what you should do is work out how you will use the part in your design and then gather together the connections for related functions into several schematic symbols. This way you can end up with a schematic which actually helps to understand the design.
(NB - this is how I like to work - not everyone agrees with me
