I am sorry, but I do not understand what you would like to do? What is the placebound? Is it placeplan or silkscreen on the board? If yes: layers 21 tplace, 25 tNames, 27 tValues.
EAGLE currently does not support the third dimension. But there are several projects that can deal with this. please take a look at the CadSoft Download and search in the User Language folder for 3D.

Placebound is the courtyard or the boundary of the footprint for the minimum clearance from footprint to footprint on the Board during the placement.
