Doesn't work for me trying to use in Eagle 9.1.2 Error: line 214, column 42: invalid/missing attribute 'pad' in tag <connect>

You can fix this yourselves: Replace the first 44 occurances of <hole (lines 66 to 109) with <pad name="n" , where n is an incrementing number from 1 to 44. Save the file. Fixed!

I can't see anything obvious up with the library XML. (You can just open up lbr files in your favourite text editor.) I haven't got Eagle on this PC to check any further right now.

I notice the library is for Eagle version 7.7.0 - see line 4. Were there any significant changes in the library format for later versions?
