I can't see anything obvious up with the library XML. (You can just open up lbr files in your favourite text editor.) I haven't got Eagle on this PC to check any further right now.

I notice the library is for Eagle version 7.7.0 - see line 4. Were there any significant changes in the library format for later versions?

Doesn't work in Eagle 9.1.3 either. Same error as Josh.

Doesn't work for me trying to use in Eagle 9.1.2

Error:

line 214, column 42: invalid/missing attribute 'pad' in tag <connect>
