there are the standard schematic files that Arduino provide free.

The files contained in the .zip are Board and Schematic files - not a library file. A library file would ideally provide a device that could be placed as a part into a new project. What you have provided is the original project files for the MKR1300 itself.

While this is helpful for me to create a new Eagle device, it is not a library file as the post states.
