DIY Non- Flamable heat increasing &anti static liquid

Hi all,

How could I create a non-flammable liquid that will increase the temperature of a polycarbonate surface (DVD disc ) for buffing with buffing wheel friction..

so I will soften the polycarbonate so it is malleable so the scratched surface can be smoothed out...

You might want to look at buffing compounds used in the automotive industry.
There are heaps of grades and the idea is that it slowly polishes the surface, which nowdays is a clear coat over the paint.

Good point mcb1 - I use an automotive scratch remover compound on CDs and DVDs. It works on surface scratches but not on warps.
