How do I configure pin and part swapping in schematic library editor

Can't figure out where the Pin/Part Swapping Command is supposed to be accessed from within the schematic library editor.

    Not sure why this button is not available in the SCHlibrary, but you can still invoke this command within the library, start typing Configure into the search bar(upper right), and when the Tools-->Configure Pin Swapping command appears run this with the SCHLib open and you can access this way.
