Library Component Confusion

How do you get the components to display under the library.

I create components, and footprints but they do not appear in the library display pane.

I can create new libraries but cannot seam to get components into them.  I must be missing something fundamental here.

    One point of confusion is there are two library buttons that are a little too similar but perform different functions when using the library editor.
