Is Verizon going to stop me from developing? I would love to get started as I have extensive experience with raspi and digital electronics, but I'm afraid to commit to the buy in price if my carrier has gimped me. I can't find an answer on this.

Moto Z Droid Edition is fully compatible with the Moto Mods Development Kit and Moto Mods SDK Library.
Have you already explored the available Moto Mods firmware and and the SDK capabilities? The only limitations would be capabilities not already defined here natively, however raw protocol does allow implementation of anything else not defined today.
If your question is around commercialization, Verizon would not stop anyone from developing or selling Moto Mods. The only time they would get involved is if if there is mutual interest in selling the end result at Verizon stores.
