As a for instance. One mod I would like to make is an improved gamepad. Adding stereo speakers, larger buttons and possibly an HDMI for video output. I also have a couple other ideas for it as well

Sometimes it takes a few days for people to see something they want to comment on. For example I saw this message, but I didn't have time to respond earlier : ( I'm getting through responding to a batch of interesting stuff just now.
I think most people will want to develop stuff in exchange for a fee, and since this isn't a site for jobs, it could be a reason why so far you've not had any responses too. However, for free there is lots of advice here, e.g. if you wanted to try to design it, people will provide pointers.
However, personally I know nothing about Moto Mods : ( otherwise I wish I could help. I'm only familiar with general engineering stuff.
To be honest you've just joined and started with "I've got an idea. Who wants to do all the work for me?" That's not likely to get you very far.
Why not try looking at what other people are doing and start chatting / contributing there first? This is a nice and very helpful community, but you have to meet people halfway.

Something to bear in mind is that some of the groups are quite niche and their initial creation was fairly esoteric - if those initial contributors have moved on, those groups now get less 'foot fall' then perhaps they once did. That said, looking at the Moto group there does seem to be some recent activity - maybe you just need to hang on a bit longer as those members are busy/on holiday? I might join the group myself out of general interest, as I have a Moto phone, but wouldn't have a clue about modding it.
Alternatively there may be a much more utilised forum elsewhere on the www with a larger and more active following?

Generally speaking (not Moto Mod specific) to develop a gamepad, you could consider a USB-operated keypad to plug into a USB interface on/inside the phone perhaps. The types of code and circuitry needed for that are available here on this forum.
For buttons, typically a distributor like Newark/Farnell with offer them, their website will have thousands of different shapes/sizes to explore, to meet your needs.
For stereo audio, at a minimum it will need an audio amplifier, and you may also need an I2S DAC - these are the things to google for, to get an idea of how to create them.
For HDMI video, I'm afraid I have no idea how to retrofit that : ( Perhaps a USB connected video card. I don't know if Android has the drivers already for that or not.
