i've selected keyboard en_US.UTF-8 through sudo raspi-config

shift-2 = "
shift-3= pound
sounds like you have the englsh keyboard layout. I'm guessing that you don't want that.

Yes, you should be able to select a different keyboard layout with raspi-config. Did you reboot after changing it?
