Can everybody to make amateur raadio transiever on base arduino or rasberry?
There is a lot of projects on the web for a Software Defined Radio (SDR) using a USB receiver with the RPi.
I have not seen any with a transmitter attached, though I suspect a good RF engineer or HAM radio operator could connect the SDR to a transmitter.
Over the years, I have seen a lot of people set up digital over RF for communications with known receivers and transmitters, so it should be easy to do.

Yes there are plenty of examples. We have the RPI been used to create some RF directly (probably quite dirty).
Driving modules like the Ciseco or LPRS or merely providing control to the display and frequency control in transceiver kits.
For SDR many do have RF outputs for example the HackRF or the ubiquitous USRP .
The reason(s) you see so many more receivers than transmitters are probably several fold.
1) you'll need a licence to transmit on most frequencies
2)you need reason to transmit something ... many receiver projects are curiosities
3) transmitters tend to require more exacting standards in terms of filtering outputs, matching to antennas etc which tends to up the cost of entry. While a receiver will work with almost any old bit of wire even if the match is poor.
4) powers tend to be limited out of the device to say less than 200odd mw which isn't great and PAs tend to be best at given bands (back to no(3)) etc
QRP(low power) would be an interesting experiment with these devices!
