I got my PI 3 today, and it's DOA. It comes up to the rainbow screen and hangs. I measured the 5V and 3.3 volt pins and they are OK.
Has anyone else had this issue?

Other than voltage being out of proper range, what is the current(A) usage? May I ask where you found yours like which online site or local?

Everything OK now. I got a new load and it works fine. It was weird though, that a SD card out of one Pi2 B+ would not work, anlthough it was working fine in its original home.
The wi-fi works great, now to load a VNC server, and all the other stuff I use.

That is what happens when you have an OS-image on the SD card that was upgraded. A fresh OS-install of say "noobs" will allow the rpi3 to boot.
I have not investigated the root cause: The upgraded system should be identical to the fresh install, but alas, it isn't.
