I think one of the ideas is that this computer could be affordable in low-cost regions.
In affluent regions, though, it's something that hooks up to the TV and costs what you'd probably pay for a few hours of TV content. I am not suggesting the board can play movies. I'm just saying from a cost standpoint, it's getting close to the disposable range in the developed (or over-developed) world. I wonder if there are any creative disposable applications where a computer is needed for a short period of time and then discarded.
I have worked on products for medical applications with quite a bit of technology that are designed to be used for a day or week and then thrown away because it's not worth tracking battery replacements and making sure the products is sanitized.
I do not encourage this practice, but if there are applications where the market wants a lot of computing power, disposability, and not a lot of time developing a custom board, a $25 computer could make it practical.
